Seems Mark Damon's Foresight Unlimited is behind the pic with Simon Fellows attached to direct. Here is the plot:

A crazed Chechen nationalist, BASAYEV, seizes control of Chernobyl, site of the infamous nuclear meltdown, and threatens to unleash a radioactive cloud unless his nationalist blackmail demands are met.

LUC DEVEREAUX (Jean-Claude Van Damme) joins a U.S. team of revived UniSoldiers secretly held in deep storage. Their mission: retake Chernobyl and disable explosives that will unleash the radioactive clouds. Luc is surprised when he finds one of the reactivated UniSoldiers is a clone of his old Sergeant, ANDREW SCOTT (Dolph Lundgren). But the cloned Andrew has no recollection of Luc.

As the team furiously battles its way into the Chernobyl plant, they are caught off guard. Using a mind-control chip, Baseyev turns Andrew against his own comrades. Now surrounded, wounded, and out-numbered, Luc must battle Andrew, and save the world.

THE GOOD GUY AND BAD GUY teaming between martial artist Van Damme and Dolph Lundgren made for the July 1992 release of the original Universal Soldier to be a must see fight-fest movie taking second spot in summer movie ratings but earning over $102 million worldwide from its significant small $20 million film budget.

The release the year before of Double Impact in 1991 had greatly lifted Van Dammes movie image when playing the difficult movie role of the nice twin brother and the rough and violent twin brother. Van Damme paired this chameleon like double role with acting skill evincing dangerous like charisma and boyish good nature charm and was nominated for 1992 MTV Movie Award for Most Desirable Male.

In the 1992 movie Universal Soldier both Van Damme and his co-star Dolph Lundgen were legitimate karate black belt experts. Van Dammes had earned black belt in Shotokan and Dolph in Kyokushin style.

Van Damme got his big break in the 1988 cult classic Bloodsport a movie that did wonders for developing a worldwide interest in the martial arts. Dolph, meanwhile had gotten his big break first making an indelible impression upon moviegoers as being Sylvester Stallone's genetically engineered Russian nemesis in the 1985 blockbuster Rocky IV movie.

The contradictions and similarities between the two men only enhanced the enthusiasm and appeal for them to appear together in the 1992 Universal Soldier. Van Damme thoroughly enjoyed working with Dolph. There exist a youtube vid of Van Damme jokingly mimicking Dolphs muscular approach to acting.

Into this frenzy mix went the unique pre release hype coming straight from the Cannes Film Festival verbal brawl between the two appearing to be easily leading towards an actual fight between the two during the Cannes formalities. Both men have since claimed this was just a staged hype for the upcoming release of their movie. Others, are so sure it was merely staged. Thus, endless debate has raged about who would actually win in a fight between Van Damme and Dolph. Thus, many moviegoers yearn to see Van Damme and Dolph united in another movie together. A lot probably depends on how Van Dammes own movie he wrote and is now currently directing: Full Love is received and how Dolphs latest release in fall of 2008: Direct Contact is received. A possibility exits Universal Soldier III could be a theatrical release as oppose to a direct DVD release. This would be good news for both men and for movie audiences around the world.
